Every GIF "video" animation is 10x times the size of an MP4 video os the same length. Since most kiddos don't think in traffic volume numbers this can occure: https://www.reddit.com/r/Steam/comments/1m000kp/trying_to_send_a_sticker_in_steam_chat_burned.
To help our beloved users to never get into such problems we now allow uploaded GIFs to be only 5Mb in size. Any GIF over this size will be silently discarded during upload.
