This is a hat 'fashion' that NEVER WAS in the USA. It ended as a thing in detectives movies and private eyes tv series as, at the earliest, with 77 Sunset Strip (set in Miami Beach) and, later, Hawaii 5-0, both private eye series. :-)

Baggy swimwear in the USA started in the 1970's, at the earliest, if not earlier, with the Hawaiian and Californian surfer crowd. Hence the very names 'board shorts' and 'surf pants'. I could continue, but, :-) :-)
