Well, you know what they say, "Nothing lasts forever." So, the best thing these kids can do is to enjoy life while they can. And as for the adults, never ever interfere. Maturity will get to them eventually. And implement restrictions gradually like from exposing yourself to your circles at a very young age. Then when you get older, say, the age of ten, then he or she should expose him or herself EXCLUSIVELY to his or her best friend. Then after a couple of years more, only to his or her partner.

It was all based on a personal experience from a younger age. And going back, I thought "Man, my parents went a bit too harsh. We were just exploring each other. Sheesh! What's so sexual about two kids of the opposite gender sharing a bath and cuddling each other just because we're both cold?" From then on, I vowed to myself to never overreact if I ever saw or witnessed the same scenario. Since I am still single and don't have any kids yet, I can apply it to younger cousins, nephews or nieces and let nature take it's course
